The story is about a newly joined Fratello team who has to face many personal obstacles due to personal prejudices and indifferences of the members of the SWA and of themselves because of them being non-Italian outsiders.
Plot: The SWA comes to New York City to stop a shipment of drugs, cash and weapons that was meant to be delivered to Padania agents at the Italian docks. During this mission, Jose and Henrietta were arrested by the NYC Police Department. It is during this arrest where Henrietta manages to escape from her jail cell, but had to kill a police officer to do so. During this chase Henrietta was caught in a gun fight with the police and several members of a local neighborhood gang. In this gunfight, an innocent bystander was shot and seriously wounded. Labeled 'Jane Doe', the innocent bystander would later die in a second round of operations to tend to her wounds. The SWA took responsibility for her medical care since it was believed that Henrietta accidentally shot her. While she was dying on the operating table, the SWA Medical team put her on artificial life support, and she was brought over to Italy.
To help with American connection to Padania, The SWA was conferring with the CIA, Agent Fernando G. was pulled out of retirement to assist the SWA in this problem. Fernando retired because of his wife's murder and of 'The Mission That Went Too Personal'. He was 23 at the time of this mission and had not worked for the CIA since until he was recalled at 28. After in initial interview with the SWA in the presence of this CIA Supervisor, Fernando was deemed unfit for working with the SWA. They later arrived at his home for a second round of interviews. Within 24 hours, he was on a flight to Italy, along with his cat and unknown to him- Jane Doe.
Once in the SWA compound, Fernando was inducted into their way of doing things, and was told that he would have a cyborg to care for if he so chooses to accept her. He was later introduced to a Cyborgized 'Jane Doe', who turned out to be Rachel F, by Jean. Rachel F. is Fernando G's legal god-daughter.
Rachel suffered greatly as the SWA's new cyborg, as she had a few medical issues to iron out and personal issues with the other cyborgs. Fernando had personal issues with the supervisory staff of he SWA, namely Jean Croche. They both had no friends but at least they had each other.
The story continues onward with Fernando and Rachel go through several missions,trying to prove themselves worthy of the SWA's staff and the cliques formed from within. But with certain discoveries, and attempts to thwart Fernando/Rachel from doing the jobs they were supposed to do, Fernando drags in his old agency to get some suppoprt and back up. This add his old partners Kathy and Juanita to the program, they are there to supervise Fernando and Rachel's activities in the SWA. But it turns out that Kathy has her own ulterior motives in keeping an eye on Fernando.
Fernando finds a lost cyborg, and she is restored, made into his second cyborg for reasons that can not be throughly explained. This cyborg is Francesca, the SWA first cyborg, MIA shortly her first major mission.
Fernando's nemesis, arch enemy and his wife's murderer also make a revenge call against Fernando. Aided by the American Agency's Double Agent group, Randal leaves his civilian prison and goes after Fernando. This concludes in a battle of strength, power and intelligence, which there can only be 1 winner. Kathy tries to tip the scale of this battle against Fernando's favor; only to her detriment.
The story end with a twist. The Agency (aka the CIA) keeps Fernando, Rachel and Juanita in Italy, searching for and arresting double agents that plague the agency. They find out that double agents have been using Italy as a spring board to come and go through the rest of the world for many years as they pleased.
Another twist in Solution's Resolution is the cure that the medical team Fernando has brought in to cure the cyborgs of their 'End Of Life Cycle', which turns out to be a deliberate manipulation of the conditioning drug that is used on the cyborgs. A new formulation of the drug is introduced, and a retrofitting program added so that the cyborgs can have a near normal life span and appear to grow to an age appropriate level.
In Solution's Resolution, Fernando is the type of person who would rather do the right thing even when its something everybody around him considers to be the wrong thing. Rachel is his ever loving daughter who will be by his side no matter what.
