RU-21 was created by a group of scientists at the Institute of Theoretical and Experimental Biophysics, Russian Academy of Sciences (Russian counterpart of the National Academy of Sciences in the US) under the lead of a renowned Russian scientist, Prof. Eugene Mayevsky. It was meant to allow agents to drink as much alcohol as they wanted, without getting drunk. It turns out that it did not prevent drunkenness but it did help them through the post-drinking period. The drug took about 25 years to develop and it recently became available as an over-the-counter product.
