Relationship to Cyborg: Mentor/student, though she already knows what it is to be a cyborg for the SWA. He found her in Solution's Resolutions where she would be rebuilt to new and given to him because she responded to him in the outside world and he has an uncanny resemblance to her former handler Felix. In UN Resolution, she is Mission Married to Fernando. This marriage ends when the mission ends and is a test if Francesca's independence and solo-operational skills.

Appearance: Medium curly dark hair with a white (family) stripe in the front, with hazel (colour changing) eyes, slightly muscular build. Always walk with dark glasses and a eye-seeing cane.
Handiness: Ambidextrous. (keeps his gun in his right side and usually shoots with his left, but writes and signs with his right though he can switch hands during abilities.)
Intelligence: 180 IQ, Genius Level on a bad day! Scored 210 several times, but scored around 180 when retested again to see if it was a fluke of the exam.

Employment: Former/Retired CIA Intelligence officer, currently a computer teacher and CIA Intelligence Consultant.
Special Abilities: Fernando was born with a hard wired nervous system, a genetic mutation that fuses a bit of metal into nerves, making the nerves act like wires and signals go through at light speed, instead of 150ft/sec in normal people. Hence Fernando can think, move and act faster than most people. He also can not be electrocuted, since the electricity will travel through a nerve conduit and not through major organs. This enhancement gives him several things: Sensitive senses (eyes must be behind dark glasses, even at night), immunity to nuero toxins and drugs. He is also denser (due to the added metal in his system), and super strong. In short, he is a natural form of what the cyborgs are. [see notes]
Clothing: Fernando tends to dress business attire of Suit, White Shirt, Black Tie and dress shoes when on missions or dealing with job related details. He also has his share of blue jeans, and MC Boots.
History: Induction into SWA: CIA constantly reminds him that Fernando is still employed by them, even though he left years before (see notes). Requiring use of his special skills and abilities, the SWA wanted Fernando to join them, as they liked what they saw in his dossier. Problem is- what is written about a person is not what that person is.
In Solution's Resolution, the CIA through supervisor John G. gave Fernando an offer to work in Italy to help with their terrorist issues which may lead to a nuclear terrorism situation. At first he refuses to the mission at the agency office, a visit from various members of the SWA at him home persuade him to join. Unknown to him at the time, his god-daughter Rachel was shot and killed by Henrietta, put on artificial life support during her surgery from which she died in, Rachel was sent to Italy and converted to one of their cyborgs. Jean introduces Fernando to Rachel as his cyborg to keep while he was in Italy. Upon recognizing Rachel as his god-daughter, this would be the first of many physical altercations Fernando has with Jean.
During his stay, Fernando has to prove that he is capable of doing his job and has been tested many times on it. Even though his role as an anti-nuclear terrorist agent, his role in the SWA is very limited to that specific niche. He is not to go out on Padania hunting missions unless they are involved in the nuclear terrorism. Since the SWA believed that he could not do his job alone, even with his cyborg god-daughter at his side, the SWA recalls his team to join him in Italy.
Juanita and Katherine consists of his team back in the CIA, along with him, are the best code breakers the agency has. They use their skills to decipher encrypted messages to determine threat viability and take action accordingly. But as in the past, the actions of this team can go very person since Juanita was friends with him since high school and Katherine was his wife's twin sister.
As expected, things got personal. With the release of Catherine's murderer being released and reinstated into the agency by rogue agents, and Kathy's husband (brother of Cathy's ex husband and murderer) looking for her, they wound up in Italy. There Cathy's murderer confronts Fernando and decides to make make a once-and-for-all deal with him. Issues with Juanita were even more personal with her artificially impregnating her with sperm he has stored away in a tissue bank. Various tissues and bodily fluids are stored for him in case he ended up with radiation poisoning. Confronting the situation of Juanita's pregnancy, Fernando wanted her to abort it, but she refused. She would lose the baby when her intel-gathering van was hit with an RPG.
Fernando would run into a deal Kathy and Juanita made where they would deny Fernando his revenge against his wife's murderer. Reason being Kathy wanted revenge at all costs herself. In the final battle against his wife's murderer, Kathy tries to kill Fernando to kill her twin sister's murderer. In defense of their handler, Rachel and Francesca kill Kathy. Fernando gets his revenge by killing his wife's murderer.
At the same time, Fernando's team went through several missions and found a total of two nuclear devices, and several large explosives. The finding of the first nuclear device, supplied by the Yemanese government made Italy and the UN Safety Council declare war on Yeman. This included the ousting of Yeman from their consulate and embassy property. The second nuclear device was found in the Yeman Embassy itself. The UN Safety Council place sanctions in Yeman which remains to this day. Various Yemese agents made a deal with Padania agents to acquire the nukes.
UPDATE: UN Resolution occurs three years later when Francesca was in a lone mission in Northern Italy to fish out possible nuclear terrorists within a Padania wing. A Pro-Padania Italian parliament senator is given evidence of the SWA using children as soldiers. He confronts the Italian PM about the evidence and was told to leave it alone. "The Mafia uses child assassins, as does Padania..." The senator decides to take this further and takes this evidence to the UN Headquarters in New York City. Having a meeting with both the UN Safety Council and the Child's Rights agency of the UN, he was told that the matter would be investigated, when in actuality it was being put into the trash. The matter would have remained in the trash if it wasn't for the senator being assassinated at the very gates in front of the UN. The UN moves in and takes over all government functions of the Italian government while they gather evidence about any possible child soldier programs they might have.
Returning from a mission with his team, Fernando gets confronted by a UN military advisory and intel gather team. The UN team decides to arrest Fernando team and ends up being out-shot by Fernando and his god-daughter Rachel. With the SWA Handlers and cyborgs in hiding, Fernando makes a plan to find them and later his mission wife- the cyborg Francesca.
Though finding the Hidden SWA fratello teams, Fernando eventually makes a deal to help try to end this ordeal. During this time, he runs into an old acquaintance Alpha and his girlfriend Liesel- both who are independent running cyborgs for the SWA. They join him on his quest to end this, but first they had to find Francesca who was still running her mission.
Skills & Proficiencies: advanced marital arts, gymnastics, computer specialist, former lifeguard and fencing & gymnastics team state champion as a teenager. Though not licensed, he is a pilot, taught by pilot friends in both fixed wind prop and jet aircraft and helicopters; and is seeking to get his personal pilot's license in both. The Agency and military will consider his skills even though he may not have the proper licenses for them- like as in piloting/flying. He has been given temporary site licenses when needed.

Personal Data/Characterization: In his younger years, Fernando enjoyed life like most teens while trying to be his best. Unknown of his abilities, he became state champion for Fencing (foil & sabre) and Gymnastics. At this time, he fell in love with the girl he would later marry. He studied computers and electronics as a hobby and decided to use these skills to earn a living. He then signed up for a nation wide computer programming contest, where he became a finalist, placing 6th place. Due to this- Fernando was then hired by the CIA as a computer specialist, while he went to college. During this time, he was separated from his girlfriend. During one mission, where Fernando was to infiltrate a video game piracy and hacking group, Fernando ran into a crime in progress- a rape of a young girl by several boys in a gang. As it turns out, this was Rachel. Using deadly force, he saved Rachel from anymore harm, thus starting a long friendship between the two. He eventually legally adopted her as his god-daughter. Years later, he found his former girlfriend again, and they were soon married. 6 months later she was killed by a rogue agent. When Fernando found out the identity of her killer, he tried to get the agency to instill justice, but ended up banging heads with his supervisors. He left the agency in search of revenge- a final mission gone too personal.
Fernando is a descendant of the original Spanish Royal Family (if you can google that, you can get his last name). During the unification of Spain in the 1400's the family experimented with breeding certain qualities which would give the males superb strength and high speed. It also gave them a small tail and a 6th finger on both males and females. They also seem to have shorter life spans than normal people. Fernando is a gene carrier of these traits, though he does not exhibit them. He does have the high speed and super strength. He does not expect to live long, since study of his family showed him that the males died off in their early 50's, yet the females died into their 90's.
Most of Fernando's skills were self taught, including locksmithing and gunsmithing. Fernando loves to experiment.
Fernando and his friends and teams members all graduated from BTHS- Brooklyn Technical High School. Unlike most of his friends, he went to College instead of the Military at the same time he went to the agency (tuition free through the Agency's Higher Education Program). There he excelled in Premedical and Biological studies, minoring in Anthropology and Theoretical Physics. In the latter, Michio Kaku saw in Fernando an opportunity to advance his theories of Space Time, as Fernando was able to do complex mathematics faster than most people and not needing to program complex equations into computers and hope it would run without errors on the first try. For the last two of his three years of college, Michio Kaku Mentored Fernando, saying. "The Medical world would be a waste to be in for the likes of you! With Your Ability And My Tutelage, We Can Go Places!" Unfortunately, Fernando dropped out of college immediately after his wife's murder, moving away and unlinking any connection of his college past (along with everything else) from his life. Besides Physics, Fernando also solved various problem known in the Bio-Chem world and one problem in Math and Anthropology. Being a student meant that he would not get the credit he deserves, as his professors took his ideas for themselves. If he would have remained to have graduated from college, he would have been famous in any field he would have chosen. During his disappearance from the world, Fernando lived off the millions of dollars of royalties he made with the video game company, only making a small dent in the amount he had stored away in various accounts and trust funds. His disappearance would only last a few months as those he did keep in touch with needed him back. Everyone else would try to regain Fernando's trust so they could have them back. Only the CIA succeeds in bringing him in 'retired form.'
Because of his sensitive eyes, Fernando can sometimes become blind if exposed to too much light. He uses this cane when he becomes blind. Other times, it appears that he is using it, but he isn't.
